The Zone 0 compliance timeline
Four dates decide what you owe and when. Only one of them is negotiable by waiting, and it isn't the one people think.

Already in force: LAFD's Brush Clearance Unit inspects annually, typically beginning in May, under existing brush clearance rules. Zone Zero adds to that baseline; it doesn't replace it.

Deadlines create demand spikes, and LA has more affected homes than any city in the state. Roughly 1 in 8 homes in the City of LA sits in a Very High Fire Hazard Severity Zone. When Phase 1 lands, they all need the same contractors at the same time.

Are these dates final?
Not yet. Adoption is expected late 2026 based on the April 2026 Board of Forestry draft. The Phase 1 and Phase 2 windows are set in statute relative to adoption, so the structure is fixed even while the calendar date floats.
What happens if I do nothing?
The April 2026 draft describes an education-first enforcement approach: expect notices and re-inspections before penalties. But LAFD already runs annual brush clearance enforcement with real citations, and Zone Zero folds into that machinery.
Does Phase 1 or Phase 2 come first for me?
Phase 1 (clearing combustible material) comes first for everyone. Phase 2 (replacing fences and built features) follows on the City of LA's schedule. If you're replacing a fence anyway, the immediate new-fence rule applies the day regulations are adopted.
